David Adler, MPS, NRP, TP-C

Owner and Principal Consultant

David Adler is a decorated career police sergeant with 26 years of experience. He is a cross-trained SWAT sergeant and lead SWAT paramedic for a large agency in SE Pennsylvania. He is a nationally registered paramedic with 18 years of experience, including service as a combat medic in the United States Army. Mr. Adler focuses his efforts on homeland security consulting, active shooter preparedness, firearms and tactical medical training.

He has extensive experience teaching emergency medicine to audiences ranging from police officers to registered nurses and physicians. He has served as faculty teaching and evaluating tactical medicine for the department of Military and Emergency Medicine of the F. Edward Hébert School of Medicine of the Uniform Services University of the Health Sciences. He has taught tactical medicine and active shooter preparedness to groups ranging from the Emergency Nurses Association, International Association of Law Enforcement Firearms Instructors, International Law Enforcement Educators and Trainers Association, the American Association of Critical-Care Nurses, and numerous domestic and international police agencies.

Mr. Adler holds a master’s degree in public health preparedness from Penn State. He is board certified in tactical medicine and a certified Force Science Analyst.

Brett Scholten


Brett Scholten is a retired United States Air Force officer with extensive experience in joint special operations. He brings his considerable administrative acumen gained from service as the Deputy Chief of Acquisitions for the Air Force Weather Agency to Gendarme Consulting Group, LLC. Mr. Scholten uses a combination of in-depth understanding of federal acquisitions and Special Operations Forces knowledge to source and purchase only the best equipment and supplies to meet the requirements of our government clients.

Mr. Scholten holds a master's degree from Embry Riddle Aeronautics University in Aeronautics, Aviation, Aerospace Science and Technology. He is a credentialed firearms instructor.

Helen Raines

Purchasing Manager

Helen Raines is a US Army combat veteran with multiple tours in Iraq. She served as an Army explosive ordnance disposal specialist.  Her homeland security experience extends to providing EOD support to national security events in concert with the US Secret Service.

Helen is our purchasing manager.  In addition to running the daily affairs of the purchasing department, Helen is responsible for guiding our government clients through the regulatory process surrounding the purchase of explosive ordnance disposal equipment and training.
